This guide creates a managed automation portfolio and does not claim that automation itself produces growth or that every manual task should disappear. Treat this as a decision and validation framework, not a promise that one provider, tool, architecture, or service model fits every organization. Record owners, assumptions, dependencies, exceptions, stop conditions, and rollback before production change.

Build a backlog from observed process evidence
Capture trigger, volume, cycle time, waiting, rework, error, cost input, customer or user impact, rules, decisions, data, systems, credentials, approvals, exceptions, records, owners, support, and failure consequence for each candidate workflow.
Remove unnecessary steps and clarify policy before scoring automation. Exclude ambiguous, unstable, low-volume, unsafe, unlawful, inaccessible, or high-impact decisions that lack qualified human review and a viable manual alternative.
- Score value and risk separately rather than hiding tradeoffs in one opaque number.
- Include provider access, platform licensing, integration, monitoring, maintenance, and exit.
- Prefer bounded, reversible workflows with clear inputs, outputs, exceptions, and owners.
- Require user notice, recourse, and accessible alternatives where people are affected.
Compare candidates with an evidence-led scorecard
Google SRE describes automation as a force multiplier whose value depends on judicious selection and design. Google SRE automation guidance. Microsoft automation-platform guidance emphasizes governance, standards, roles, training, support, monitoring, and improvement. Microsoft Power Platform Center of Excellence guidance. Google SRE warns that automation multiplies force without automatically improving accuracy, while provider-risk guidance requires visibility into acquired services. Use a scorecard as a decision aid, not an automatic approval.

Pilot the highest-evidence candidate
Test valid, duplicate, missing, malformed, stale, unauthorized, conflicting, high-volume, partial-failure, timeout, provider-outage, credential-expiry, schema-change, manual-continuation, reconciliation, rollback, and user-appeal scenarios.
Stop when baseline value cannot be measured, rules or authority are unresolved, data quality is unsafe, the provider cannot supply evidence, exceptions overwhelm operation, users lack recourse, or material effects cannot be reversed or reconciled.
- Create the backlog with business owners, process evidence, value hypothesis, risk class, and exclusions.
- Score value, feasibility, risk, reversibility, provider, lifecycle, and user-impact evidence.
- Select a bounded candidate and design permissions, tests, exceptions, monitoring, manual path, and rollback.
- Pilot and compare accuracy, cycle time, rework, user, control, support, cost, and failure outcomes.
- Scale proven value, revise the backlog, and retire workflows whose rules or economics no longer hold.
Measure portfolio value and debt
Track valid work completed, quality, cycle time, rework, exception rate, control failures, user overrides, support, incidents, retries, duplicates, rollback, manual continuation, unit cost, maintenance, provider findings, and retired toil.
Hours theoretically saved are not realized value when work shifts to exception handling, reviews, support, monitoring, platform administration, or user correction. Measure completed business outcomes and total operating burden.
- Portfolio: candidates by value, feasibility, risk, owner, evidence confidence, stage, and review date.
- Outcome: valid work, quality, cycle time, rework, customer or user impact, and realized capacity.
- Control and reliability: authorized actions, data handling, exceptions, failures, reconciliation, rollback, and recourse.
- Lifecycle: provider access, cost, maintenance, skills, platform changes, portability, automation debt, and retirement.
Implementation and review gate
Before prioritization or provider automation, reviewers must approve process evidence, scoring method, authority and data boundaries, affected-user safeguards, provider responsibilities, representative failure tests, manual path, rollback, value measures, and retirement criteria.
