NIST SP 800-58 is a final 2005 publication and remains useful for architecture and threat concepts, but it is not current product guidance. FCC location guidance describes location-information obligations for fixed, non-fixed, and outbound-only interconnected VoIP services.

- Test network quality, security, support, and failure modes.

Define the communications workflow
Inventory numbers, users, sites, remote workers, queues, attendants, voicemail, recording, messaging, fax, contact center, conferencing, integrations, retention, accessibility, peak periods, and compliance obligations. Identify essential calls and the accountable service owner.
Validate architecture and security
- Internet paths, quality of service, capacity, power, local switching, and device support.
- Administrative roles, strong authentication, provisioning, offboarding, and audit logs.
- Fraud limits, international calling, forwarding, voicemail, alerts, and escalation.
- Encryption, recordings, transcripts, retention, exports, and sensitive information.
- Provider support, status communications, maintenance, subcontractors, and evidence.
Test emergency calling and continuity
Verify 911 dialing, callback, dispatchable or registered location handling, location updates, multi-site and remote use, user notices, power loss, internet loss, provider outage, and alternate communications. Requirements and behavior vary by service and deployment, so obtain qualified current guidance for the exact environment.
Compare lifecycle economics and exit
Include licenses, numbers, devices, taxes and fees, connectivity, implementation, porting, training, recording, integrations, support, growth, redundancy, contract terms, and termination. Test number ownership, exports, configuration documentation, porting authority, timelines, and business continuity before switching.
Next step for your environment
Run a pilot that tests normal calls, peak use, 911 location, power and internet failure, support escalation, security controls, and number portability.
Record the accountable owner, baseline, source date, decision, exceptions, acceptance evidence, and review trigger. Test consequential changes in a bounded environment, maintain a rollback path, and verify the real result before closing the work. Product names, availability, pricing, legal requirements, and security guidance can change; recheck the primary sources whenever the decision is renewed or the environment changes.
